As per the current indian plans the earliest will be only after 2007.
But looking back at the history of missle/satellite development delays against plans, we can safely assume it will be 2020 or later.

Developing nations with limited resources, such as China or India, have to prioritize their development needs.
China, for their own reason, has invested more on the space technology and achieved more results.
I wish China's success today can promote further technological advance of mankind, through commercial competition and technological cooperation.
And I wish the safe return of the astronaut!

Originally, China planned to send manned spacecraft in 1978-1980. It had been postponed because of the cost and political turmoils. It was picked up in 1992. Hope they put more money to solve unemployment issues in China. It is a great thing for China if they convert the technologies for comercial purpose rather than military purpose.
