so it seems that they did not use all the visa numbers for this year as DOS indicated in July. they were acting on pure assumptions. USCIS might still be having pretty good num already assigned to cases. From the approvals coming for EB2-EB-3 ranging from 2002-2005, it may well be predicted that PD will jump forward considerably in OCT.
