In September 2018 F2B made a big jump and showing March 22 2014 at the moment. My priority date for my son is March 10 2014 but he is outside of US waiting for his PR to come.
Now what is the meaning of the PR shown in the second list? Does my son have to wait for the letter or should he start to do something?
Will he be able to get his visa before the date on the first list?

I believe the second list (I presume you mean “dates for filing” table) is only applicable to people currently residing in the US who can send in their adjustment of status files. Regardless, no one in that category can get a visa until the priority date in the first table is current so the answer to your last question is no.
