Finally, my daughter's case was approved on June 28, 2004.

Notice date: Sep 15, 2001
FP : June 17, 2003
RFE issued : Feb 27, 2004 by officer#18
RFE received: March 17, 2004
Approved on : June 28, 2004
Here what I did:

Contacted National Customer Service Center (800) 375-5283
Contacted local congress man
send fax to Texas on 214-962-2632
I don't know which of the above action caused the action at Texas. But I guess it is enquiry from local congressman.
I am finally done. Thanks everybody for helping and supporting. I strongly beleive that vary soon all of you will hear good news from Texas.
