Sent Too many letters to FBI and got into trouble

Somebody told me this, I don't know if it is true:

A guy tried to expedite the name check process, hence start to send one letter a day to FBI through Fedex for a couple of weeks. This got FBI really mad, and started an investigation against him.

Do you believe the story? Some of my friends have fedexed a couple of letters to FBI since they didn't get responses. Now they started to regret sending them letters.
 
It might be true because the Office is really very busy with Tons of Names to work from USCIS and apart from that there are lots of people who email on day to day basis and people who call them and also now people who mail letters to the NNCP office. So if somebody really sends a letter a day and disturbs there precious time, then I am sure this will drive anybody crazy. So I strongly suggest to use some judgement especially when you are dealing with such agencies. My 2 Cents!

No matter it's true or not, this kind of behavior itself is not normal. Especially the target you are trying to bug is FBI , you should prepare anything as the result if you do so.
