Sending a GC holder baby to India

Hi, I have a question to you guys.

We are GC holders.

But, We need to send our 4 year old baby to india for 8 months.

my in-law ( visit visa ) is visiting u.s.a. So, when she goes back to india in December, We need to send our 4 year old baby( GC holder ) also to india with my in-law.

And my in-law will be coming back to u.s.a. ( on visit again ) in August 06.
that time our baby also will come back u.s.a. with her.

So, I have the below questions.

1. Can a GC holder baby stay in a different country without parents ( GC holders ) ? do I have to apply for re-entry permit for the baby, so, she won't have any problem while coming back ? Or else, Is it okay , a GC holder can go out of country for 8 months ( USCIS say, more than 1 year only problem )

2. Will there be any problem in port of Entry in usa ( going time and coming time ), because, our minor baby is traveling without parents ?
What all the documents my in-law should have, so, that, she won't have any problem, traveling with our minor baby ?

3. Should we , the parents give a notarized affidavit to our in-law, saying, that , our baby can travel with her ?

4. what all other documents ( our GC / passport copies etc.???. ), we have to give to our in-law, so, there won't be any problem in Port of entry ?

I would strongly suggest you apply for a re-entry permit for your child. A four year old is not a baby.

You will require a notarized statement permitting your in-laws to travel with the child. You should probably also draft up a limited power of attorney granting them the ability to make decisions for the child's welfare.
 
What is a limited power attorney ?

Can anybody tell me , how to make one of it in usa ?

Should it be notarized ?

Is there a specific format to it ?
