I read on this forum a couple of days ago that we can now send the I-130 directly to local Embassy instead of NVC if the US citizen is living in that country. Please could someone confirm.

It depends on the particular embassy. Each has different rules, particularly surrounding the length of time the US citizen must have been living in the country.
You file with USCIS or a Consulate abroad. The local Consulate usually wants you to show that you have resided abroad for 6 months first. Even from abroad you can still file with USCIS Chicago Lockbox.
