Form i-140inst, says:
File Form I-140 with the NSC if the beneficiary will be employed permanently in: etc.
The form does not seem to say anything about where to file, if self-petitioning.
Since EB2NIW is not sponsored by the employer, I'm wondering if this gives me a choice of the service center?
I'm in California. According to uscis.gov, the queue for EB2NIW is 4 months in Texas and 9 months in Nebraska, so I'd prefer the former.
UPDATE: Unlike the form, on the web site, USCIS seems to say that where you file depends on where you live. That makes more sense, although I'm disappointed that I won't be sneaking my way into TSC :-(
