Self-petitioned I-140 (EB2NIW) -> choice of service center?

Form i-140inst, says:

File Form I-140 with the NSC if the beneficiary will be employed permanently in: etc.

The form does not seem to say anything about where to file, if self-petitioning.

Since EB2NIW is not sponsored by the employer, I'm wondering if this gives me a choice of the service center?

I'm in California. According to uscis.gov, the queue for EB2NIW is 4 months in Texas and 9 months in Nebraska, so I'd prefer the former.

UPDATE: Unlike the form, on the web site, USCIS seems to say that where you file depends on where you live. That makes more sense, although I'm disappointed that I won't be sneaking my way into TSC :-(

Absolutely, you should try and keep it to TSC and EB2niw should have better chances in TSC.

Thanks for the reply. What can I do to try to keep it in TSC other than just filing there? (I'm not prepared to move or change employers, of course)

E filing should go to TSC, but sometimes have heard of it go to NSC rarely.

According to my knowledge, You can not send anywhere, it will depend where you live

e-filing goes to TSC. I-485, if filed separately needs to be filed based on where you live.
