selective services registration for LPRs

I have come across references from several sources including uscis website stating that new Lawfull Permanent Residents are supposed to register with Selective Services (US Armed Forces), if they are male between 18 to 26 years of age. Anybody has any clue as to, at what time during the whole process does one need to be over 26 years of age to not register for this. Also, if one does have to register, the does anyone out there has any experience as to how to go about doing it.
