Selective Service Registration??

Born in June 75. Came to US in 97 (age: 22) on F1 visa. Was a student until Dec 2000 (age: 25). Got my H1B status in March 2001 and got it stamped on my passport in Dec. 2001 (age 26+). Currently, I am 35.

I did not know about SS and never registered for it. Based on the dates and age-timeline, was I required to register for SS after I got my H1B? If yes, should I write a letter explaining my ignorance? Can I register for SS now?

I am exactly belonging to your profile - age, F1, H1, came in 1997, etc. We do not need SS.
