Helping someone with their N-400
This person was born in Feb 1976, Was out of status in US from 1999-2002,then started the asylum process in 2002 and received Green card in Dec 2004 (At age 28). Was not aware of registering for Selective service until now when started to fill out the N-400 for Naturalization. He is now 33 years old.

1. Does he need to answer YES to selective service question on N-400 and get a status letter and attach an explanation with N-400?
Any recommendations or personal experiences are appreciated.

Yes. and attach a statement why you did not register (just truthfully say
you did not know)

Any experiences with getting the letter. What do they normally state for people who failed to register?

I believe they normally say "you are not registered with us and we can
not register you now because you are already above 26".
 
I was in similar bucket. I entered the country on F-1 visa in 2002, got a H-1 in 2004 and a GC in 2006 (marriage based). When I got my GC, i was 25 yrs and 8 months old and had no idea about selective service (SSS) and hence never registered. found out about this requirement when i started filling out the N400.

I mailed SSS all my details and reasons why I did not register along with copies of my passport pages and previous visas. it took good 8 weeks to hear back from SSS. What I did receive was a notice saying i was registered and got a registration number. Interesting thing was that they notice showed me as registered in 2003 (long before I was even a permanent resident). I sent a copy of this notice with my N400.
 
Thanks everyone for their answers. Should he wait for the status letter to arrive and then send N400 application or send the N400 with a written explanation of failing to register unknowingly and take the status letter to the interview (Hoping it will arrive before the interview in Los Angeles)

He's 33 and failure to register is outside of good moral character determination. Just tell him to bring letter to interview in case IO asks.

Thanks for your reply just want to confirm with you that he should answer Yes to selective service question and attach an explanation?
 
Yes, he would answer "Yes" on application to question G.33. No need to attach an extra letter of explanation to the application as he'll have a chance to explain at interview if the IO asks.
 
N400 instructions clearly state that if you answer Yes, you have to attach a letter from the SSS along with your N400 app. I did not take the risk of just sending it without that letter and I'd suggest the OP does not as well
