Selective Service Question N-400

Hi, Guys.
I need advice on how to handle following situation:
I'm preparing N-400 for my brother and found that he was required,but never registered with Selective Service. Since he is over 26 years old, there is no way to register. Now I need to prepare a letter explaining that failure to register was neither knowingly or willingfully done.
Huge plus is that he is on active duty in the Navy right now, so part about avoiding draft is out. I've searched all over internet for a sample letter to explain failure to register, but couldn't find any.
If anyone knows what to put in this letter, giving that he is on Active duty, please help.

hello, was he granted PR b4 he was 26yrs old, if so he can still fill the forms out..But if he on active duty in the Navy there is a different form 4 him to file, let him spk 2 his commander and get more details.. or u can go to www.4sss.gov 2 register him 4 selected services b4 he files.. but let him spk to his superiors first... good luck :)
