Seeking H1B visa while on Visitor Visa

Hi,
A friend of mine is in Canada presently on a temporary Worker visa. She plans to get a H1B visa here in US so that she can move over to US due to some personal reasons.
I would like to know what is the best way to achive this:
Option 1: Get a Visitor Visa to US and then come here to US and find a company that would be willing to do her H1B.This way she can approach the companies in person for interviews. If she manages to find a company for H1 then she can move back to canada and get the Visa stamped over there.

Option 2: Be in Canada itself and look for a US employer that could do her H1B.

Is it okay if one is on Visitor Visa to US and applies for a H1B? Which of the above options is better?

---- If she can find any H1 sponsor then her H1 should be filed after 90 days of her entry if she is in US because if she is in US and immediately H1 is filed while she enters US on B1/B2 visa it can create problems, or she should go back to Canada when H1 is filed for her, once she gets H1 approval then get H1 visa in passport and enter on H1 status, at this time it is very difficult to find employers those who file for new H1 and they have to spend$ 2500-3500 for the new H1 and it may take 6-8 months for the approval, if she finds any sponsor and the employer has job, because employers prefer the employee who has US EXP and they can find many H1 holder who can get H1 transfer and join the employer
Option 2: Be in Canada itself and look for a US employer that could do her H1B.

-------If enter on Visitor visa, apply after 90 days, better if the employee is out of US and not on visitor visa because visitor visa has no dual intent and can create problems later because when you enter on B1/B2 your intent is visitor

These days new H1B seems to be difficult, as you may not find many employers ready to file for new H1 and spend $3000
