Security Check..Please help

Hi,
A realtive of mine is going to India for his marriage and he has to go to the consulate for visa stamping. He had lost the passport in 1999 and then reapplied and got his visa also stamped in his passport before.
The question is someone told him they might do a security check on him and that it will take 8-9 months for that when he goes for stamping. That means he will be help up in India for that time period.
Does any of you know what is really a security check and is it something that is done for everyone or only specified application only? Also how long does it take for the consulte to get back if they do security check on you.

----- if they want they can do the secuity check , they will take his fingerprints and will send it to FBI and other info to WAS DC and it may take 3-4 months for the results but consulate will say it only takes 30-40 days. they may not do the security check and it is not must at the time of Visa stamp. But if His Name gets a Hit in USCIS computer system then the NAME CHECK can take 8-9 months or years. many who filed I-485 and got HIT for name are waiting NAME Check for more than a year
That means he will be help up in India for that time period.

---- Only consulate decides, sometime it depends on name or surname , if the name or suname is matches with criminal they are looking for then they will do the name check through FBI, CIA and other agencies. dont get scared they dont do security check for everybody
Also how long does it take for the consulte to get back if they do security check on you.
