Security Check Issue

I happened to read a message here which goes CIS does security check (not sure this means both name & FP check, etc.) for any kind of applications filed to service centers.

My question is, if that's true, then why it causes delays only in 485 applications, not in EAD, AP, or H1 cases , and so on ???

Any ideas ??
