This is not correct. There are two requirements for 245i eligibility.
First, your PD must be 4/30/2001 or earlier. That typically means the date your LC was FILED (not approved) or in the case of an EB1/NIW the date your I-140 was filed.
Second (and this is the tricky bit) you must be able to establish physical presence in the US on December 22nd, 2000. You should save utility/creditcard bills from December 2000 if you suspect you might need 245i to get your AOS.
Please don't forget the second part of eligibility. It is just as important as the first.
