Second Internview (or Stokes) via Marriage to Permanent Resident?

A friend of mine is married to a PR and they had their interview in Nov 2002. They went to INS and the clerk said they will have another appointment.

What happens if it is a second interview via Marriage petition.

Also is there such a thing as a 'stokes' interview.
