Philly definitely seems to have problems with 2nd FP. I look at the approval patterns and I see people being approved after 2nd FP from states other than PA (on Rupnet). The latest PA approval was of someone with 2nd FP in March04.

You are proving the point: PHILLY is terrible and VSC is doing nothing about it!

i am very frustrating... and i applied 3rd EAD on 5/7/04..it has been pending since then... and i contacted a congressman.. i didnt hear anything from them for 43 days....very frustrating.....

I think VSC would generate 2FP notice once it is expired..not regional office(not PHilly USCIS office)... somebody explain to me ..please....

VSC generates the second FP. The process is not so automatic as they want us to believe. The files are moved to a clerical department for FP scheduling. From there on, I think, it depends on the workload of the respective ASC; in this case, PHILLY looks unable to accept or accomodate the second FPs. So it is a combination of both the VSC and PHILLY ASC.
