Is it possible to take a fellowship on H-4 if the fellowship does NOT require the person to teach or do any sort of work? The fellowship is merit-based and hence requires no work obligations from the student.

Rrab, please do some more research because I know for sure you can get a scholarship if it doesn't envolve work.
I am sorry but I totally forgot what are the legal provisions for that. Ask your lawyer.
