No silly q at all!... This is a grey area and of course I have plenty of doubts too.
To the extent of my understanding they ask for a court record only in the case that a police record shows, or sb himself recognizes he had a trial/conviction (remember that you swear before the consul that all the info you provide is accurate).
I understand that this document is only rendered in case you actually were under trial from a criminal offence.
In fact you can see in the link on reciprocity that for some countries these records are also unavailable; I do not know what is the procedure for mexico.
Again I would inquire the US embassy in Mexico and, should their answer be ambiguous, I would consult with your country ’s US embassy. At least this will show that you were interested in the point.
If anybody else in the forum has a different idea, he is welcome!
