My Fiancé doesn't have birth certificate.
Has she checked with the birth registration authorities in the city/country where she was born? Many people who didn't have a birth certificate were able to obtain a fresh one because their birth was registered. Those authorities must either issue a birth certificate, or a certificate of non-availability.
On official letterhead:
"This letter is to certify that a search was made for a birth record of {Name of person, include any maiden or other names} born to father {name} and mother{name} on {date} resident of {their address at the time of birth} and no records were found."
