SameDay citizenship interview and Oath

Hey guys ,the atlanta office is doing same day interview and oath.
A friend of my had his interview and oath today.I was surprised.
His interview was at 12pm, oath and certificate of citizenship abouth 4pm.About 29 other people also got their citizenship the same time with him.
By the way, he applied in December 01, Fp in febuary 02.
so, everything took about 8months, wow.
I am very happy for him.

Here are my questions:

What happened to the so-called IBIS check?

I read somewhere in this forum about some argument whether if someone travel out of the country during the N-400 application process,he/she might lose the application.Well that's not true.
My friend did travel out of the country for about a month after applying for citizenship.

Citizenship Certificate???

I am not sure why Atlanta does this. Strange.

Do you know if your friend got his citizenship certificate in hand at the end of the oath ceremony? Or are they going to mail it to him.

I know in the past Atlanta used to amil it, after the oath ceremony.

Yes, he did get his citizenship certificate the same day.Infact he applied for his U.S passport this past friday.
I think the INS sometimes check the IBIS record before the interview if you are lucky enough.
They just dont have a uniform standard in regards to IBIS stuff as far as i can see.
