Salary in Bench period for H1B holders

Hi My company is not paying salary during my bench period. Now i want to join another job and wanted to do H1B transfer to the new company. But for last 1 month i dont have pay stub since my company didnt pay me salary. In this case i want to know,

1) is it legal that a employer not paying salary for a month?
2) He is asking me money when i request the pay checks for last month. Is this legal?
3) He mentioned that my current H1 will be revoked thereby suggesting me to apply for a new H1 with my other company.

Please let me know asap.

1) Illegal. Employer has obligation to pay to H1.
2) Probably not illegal.
3) If employer said so, find another company and file transfer before he cancels your H1.
