I am going to file AC21

Co. has given me support letter saying salary would be 80k, for AC21 purpose

but the actual current offer is 70k

will this create an issue?

At what stage does USCIS cross check salary?

Just getting an AC21 letter saying that a 70k salary offered should be good enough.

USCIS does and most probably will verify pay stubs.
