salary contraint to apply for H1

Is there a salary contraint to apply for H1. i heard from someone that your salary should be 48k/year. Otherwise you cannot apply for H1. Is that true ?
What about the GreenCard ? Same constraint applies for GC also.

No there are no such silly constraints. The salary requirement is that it should be at least be equal to the prevailing wages (see bls.gov) . For GC , since it involves additional proof that persons qith such high qualification are scarce, the salary requirements for the same job title is generally higher.
