Russian police certificate

There is a discrepancy between de facto situation on Russian police certificate and the reciprocity table which is located at travel.state.gov website. Because, for the foreigners who have resided in Russia it is impossible to obtain police certificate through friends, companies or even embassies in abroad . I dont know how it is for the foreigners who have been residing currently in Russia.

Any applicants here except Russian nationals did have same experience?

My parents have obtained police reports from their local police department for foreigners who no longer reside in Russia with a "doverennost'". And no bribes, either.

I dont think it will work if I will obtain police report from city police department. Because police report required not from 'otdelenie militsii goroda' but from MVD, Ministry of Internal Affairs. It is clearly stated on the reciprocity table police report is available for the foreigners, but 'de facto' it is not available.

it worked for my parents, and it's working for many other people. The local police certificate had a heading "Ministry of Internal Affairs, such and such department in such and such City, Russian Federation".
