Russian doctors coming on I-130

My wife's I-130 petition for her sister and her sister's husband to come from Russia has just been approved. They are both physicians in Russia. Is there any way they can practice in the U.S., once they arrive?

All the foreign graduates have to pass USMLE exams and complete residency here in the us in order to get medical license for practice.
