I recieved an RFE for my I-140 asking to submit tax documents and a copy of an experience letter.

When I filed my LC, no other applicants came forward for the position -- do I still need to send in an experience letter or can I simply submit a letter stating that there was no job competition?

If they asked for a copy of experience letters, then you must send those. Regarding no competition, even if no applications were received, it doesn't mean the company will hire any tom dick or harry. The person whom the company hired must satify the job requirements.
