What do you mean by "RFE sent back to INS- Feb 14'04"? In my case INS goofed up the RFE. Last Aug 4th my status changed to RFE issued and promptly 2 weeks later on Aug 18th status again changed to RFE response received (as if we responded to RFE request). Funny part if neither my lawyer nor myself received anything from INS. So there is no chance that they received something to their request from us. My lawyer wrote a letter, no response. I called them, nothing to avail. Wait contined. Applied for 3rd EAD in December. On Feb 25th RFE was issued. This time my lawyer received the notice. Guess what the notice says. "Our electronic records (???!!!) indicate that on August 18th you did respond to our query. But unfortunately we have misplaced the papers" something to that sort. Responded in 2 days. Site updated the very next day after all papers were sent by overnight fedex. Just my 2c.
