Does anybody knows how long it takes to get the RFE in the mail once it is issued by NSC?

My RFE was lost due to my change of address. We kept calling the INS every week for 4 weeks and then we recieved te letter finally after the 4th week. This time it did not have any return envelope in there. I don\'t know if thats a problem.
