RFE: good/BAD

just one question!
getting RFE for particular case is good or Bad sign?
Does that mean applicant is worthy.
In general NSC gives more RFE on EB1 cases that anyone else.....my seniors says that atleast in NSC getting RFE is good sign.
is that true............!!!please comments

It depends. For a while, many applications were being outright rejected without the chance to answer an RFE. RFE's were usually for small details. That seems to have dissipated and major RFE are being issued again that would have been rejected previously. It's not a rejection, but it's not an approval either, so there is still more work to be done.
