RFE for step daughter

My dad (retired) just married to a filipino girl and she has a daughter. She came here with the fiance visa almost 2 years ago but just married like months ago.

He filed for I-485 and all the other forms required to submit with I-485 for them both. Last week he received RFE for the daughter regarding I-864. It seems like he has no clue what to do. From my understanding, maybe it's because he's retired and he has to be a sponsor for both so the income he shows when he submitted the forms is not enough? The poverty line showing in the form is only for one person and if you have to sponsor 2 persons, it has to be double and in this case he will need a joint sponsor. Is this correct?

For the daughter. I'm not even sure if he's adopted her or not. In case he has, will it make any difference?
 
The person coming here on a K-1 visa MUST marry within 90 days of their arrival to the USA. Why did they wait so long? Was the fiancee visa sponsored by your dad or by someone else?
 
yeah..I think he awares of that condition too. I really don't know why he waited so long..we all have no idea..

Your dad and his wife may be questioned during the AOS interview with regards to not fulfilling the basic requirement for K-1 visas. Hopefully they have a good reason. His wife and step daughter cannot make avail of AP now and thus should not travel until they get their green cards.

In fact I'm surprised that they even accepted their applications, had their biometrics done cos they violate the condition of the visa.

My dad is retired..maybe that's the reason..but why only the daughter not both of them.

I don't think they will go anywhere..so AP is not the problem
