RFE - Citizenship interview. Please Help!

I received RFE and an interview date (in 3 weeks) after finger printing.

The RFE is for my Birth Certificate. Asking for either original Birth Certificate or Affidavit and non-availability certificate.

I had submitted Affidavit (mother's and father's) at the time of green card processing.

I did not submit my birth certifcate at the time of GC processing because my father changed his last name after my birth but my birth certificate still carries my old last name. So, to avoid confusion I just submitted affidavit at the time of GC processing.

The Registrar office (in Mumbai) are not giving non-availability certificate because they say that the birth record is available. They also refuse to change last name on the birth certificate.

If I go to the interview with the proof of my father's last name change document and my birth certificate with old last name, will they accept it? My passport and all all other documents has my new last name on it (except birth certificate).

or, what are other options do I have? if any one knows please reply.

did you submit only Affidavits with I-485 and did not submit non-availability certificate??
where is Registrar office in Mumbai that you contacted?
I think local municipal ward office can give you non-availability certificate.(give them chai pani). I had email message sometime back and the person got non-availability certificate from Andheri West (S.V.Road) office and other got non-availability certificate from Bandra W municipal ward office.
 
Changing your name after birth should not result in changing the birth certificate. The birth certificate has the name you were given when your birth was registered, and is not supposed to change when your name changes after that. If your name changes afterwards, you submit the relevant documents for the name change, with the birth certificate having the original name.
