It is normal
though that is not a matter of great consolation. I had my fingerprints first done on 1/17/02. Then I started the wait for an approval or an RFE. Learnt later that for some inexplicable reason, the fingerprints of would-be immigrants expire in 15 months. Started waiting for my second fingerprinting notice. It never came. Finally went to the Congressman's office and the lady there talked to NSC and I received my second fingerprinting notice in 3 days. Had my second fingerprinting done today.
Going to start to wait all over again.
