RFE and Case transfer?

I am just wondering if INS will transfer a case to local service center even after they have issued and received RFE documents. I am sure anything is possible with INS but I was wondering if anyone of you or your friends have encountered this scenario.

In my case I got a NOID (Notice of Intent to Deny), was asked to File I 485A, and pay a Penalty of $1000.00 for each person over the age of 17, I did what they asked, the checks we encashed.

Inspite of that, My case was transfered to Newark on 23 Aug 2002, and am scheduled for an Interview on 18 Oct 2002.
 
july16, I am so frustrated with the wating game. Ins rcvd my RFE on 8/20 it has been almost 2mnths and I am still waiting.
