RFE after AC21 on employers ability to Pay

How often do some one get RFE after AC21 on employers ability to Pay.
Is it good to joing a very small employer with 3-5 employees or is ti good to joing big company ?

If you are already getting the LC wage, then that in and of itself is ability to pay.
