Review department in atlanta

Hi guys: I filed my i485 application based on marriage to US citizen in june 2005. My first interview was done in November 2008 and second on January 9 2009. I called today in the customer services and they told me that the application is on hold in the review department in atlanta office. It could be take another week or 60 more days. Can any one please tell me what is review department and how they works. My name check and background checks all are completed. I came on H1B visa in 2002 and marriage with a US citizen in April 2004.
