My husband and I are filing for that. I am submitting an application for him and one for me. Do I need to submit one for our 7 year old too (and hence pay 275 USD for the three of us)?

Everyone need a separate application and fees. Just ensure that you qualify for the returning resident visa, the fees are non refundable.

While a "parent" may sign for a child, that is where it ends. YOU cannot under any circumstances file "for your spouse". If you do it MUST be denied.

When do I pay the fees for a returning resident visa

A follow up question, I went to the designated bank where I can pay for US immigration applications and the Bank said they do not take money for that form. This is the Application to Determine Returning Resident Status. Do I not pay when i send this application, and pay later? Or am I supposed to pay right away and there is some kind of misunderstanding about how to pay the 275 USD per application?

Please contact the US consulate in the country where you will be applying for the visa for fee payment information.
