If she left the US less than a year ago, she won't need the SB-1 to return to the US, even though the reentry permit has expired.

since she could not go because her us citizen husband was in india.

That is a reason to deny the SB-1. It shows her ties outside the US were so strong that she couldn't return to the US.

returning resident visa - apply or not???

Hi, I need advice:
I lived in the US with my American husband and two daughters (US citizens) and a permanent resident card.
Almost two years ago we came to GErmany (where I am from) in order to figure out where we would like to raise the kids.
We have maintained strong ties to the US (files taxes, kept bank account, my husbands and my job is still there for us) since the almost two years that we have been here.

I had several health problems while here, especially got diagnosed with skoliosis (curve of the spine) with severe back pain.
Well, to make it short, my family wants to go back home to the US.

I am not sure if I should try to apply for a returning resident visa (I do have some proof of medical reasons that kept me here longer than intended, as well as for my daughter, who got diagnosed with depression and has been getting psychological help since last summer).
I heard that going through with a returning resident visa is almost more trouble than doing the initial green card application all over again (which would be no problem I guess, as I am still married to my American husand)...
Is it true that once approved for returning resident visa I would still have to do all the steps like the green card process, like medical exam, interview (besides the returning resident visa interview) etc. etc.

What shall I do?
Please help, as we would like to return to the States by summer and right now it is middle of February.

Would the alternative to returning resident visa be the abandonment of permantent residence?

That's not true. The Returning Resident Visa is cheaper and faster; usually just 1 to 3 months. However, denial is more likely than with your original green card, because by default your green card is now effectively considered invalid due to abandonment and you're asking them to make an exception to allow you to return to the US and resume your status.

You will have to redo those steps; however for the medical you should not need the vaccinations again because you would have already obtained those during your first green card process. Bring the vaccination records if you have them. It should only be one interview.
