Retrogression for EB3 people from other countries?

I am EB3, RIR filed 5/2003 in NJ and currently in Philly BEC. My wife is from Singapore and doing accouting work. If she files EB3 perm now and assume that she gets approved in 3 month, can she immediately file for 140 and 485 concurrently? Is retrogression implemented only for people from China, India, and Philipines or other countries as well? Should we go ahead with her perm or we are better off wait for my RIR? Whose case is going to be faster? Thanks for your help!

As of July 2005 there are no I-485 EB-3 visa numbers available until the new fiscal year, which is October 2005. It now effects everyone from every country. NO ONE can file a new I-485 until the new fiscal year starts and if your priority date is current. No one knows how things will look until the Visa Bulletin comes out for October.
