Looks like DOS (Visa Office) underestimated the demand from ROW for this fiscal year 2007.....
As a result, India/China etc...are going to get benefited from the leftover of 40K visas (as rightly pointed out by CIS Ombudsman report)....
And AC21 law clearly stated that if the ROW quota exceeds the ROW demand for visa numbers, the country quota limits need to be cut off....and looks USCIS enforced the law for the last quarter of FY2007 (Jul/Aug/Sept)
--- Since 485 approval takes 6 months....for all new petitions....the effect of visa dates moving forward will only get impacted after 6 months....Hey, anybody can get in - during these 6 months...
