I had my stamping in April and, having waited 2 months and not received the plastic card, I called the 1-800 number that the USCIS site listed. I got a very efficient and courteous operator who initiated an inquiry from me. She asked about the specifics of my stamping (did they take pictures, did they fingerprint you... probably to establish that I had my stamping done before they started taking biometrics).
About 2 weeks later I received a letter from NSC that confirmed that my card application has been received I-89(?) and that NSC is working on a backlog of plastic card applications. Expected processing time is up to 60-90 days.
I am not sure how accurate the expected processing time is, but that's what was in the letter. I hope this helps.
