The email response I got from my attorney as to why S.2045 (based on which Rajiv has filed the Lawsuit I believe) has not been implemented by USCIS.

The Public Law S.2045 has been implemented . However, there are still delays . Your
recourse,
if you choose to do so, is to file suit in the US Federal District
Court
against the USCIS seeking under a Petition for Writ of Mandamus . Of
course,
I do not believe you will prevail.
