I received a letter yesterday from the US dept of justice, INS, signed by Pierre. This is a reply for the fax that was sent on Sept 24/25 '02. I have sent a copy of this letter to Mr. Rajiv Khanna.

Thank you for your correspondence to the INS expressing your concerns over perceived problems with randomly generated FP notices by the scheduler at the TSC. In your correspondence, you alleged that some applicants who have filed their I-485 in June 2002 got their approvals. You also stated that some applicants who have filed in late August 2002 have received FP notices.
The current processing time at the TSC for Form I-485 is 23 months. We are currently adjusting applications received on or about Oct 2000. The TSC also processes other forms for which we use the National Scheduler to schedule applicants for FP taking. These forms do not have the same processing time as Form I-485. It is conceivable that an applicant for naturalization would be fingerprinted before an applicant for adjustment of status. Unless an applicant with a pending Form I-485 had his or her application expedited, it is not likely that their application would be processed if filed on or about June 2002.
