Removal Conditional permanent residence card and re-entry permit -Urgent need help

Hi all,
I am a US citizen and my wife has a conditional permanent residence card. She gets her green card through me. Due to my work, we move to China. She gets her re-entry permit before she leaves the country. Her green card will expire soon since the card is only good for 2 years, so does her re-entry permit. We require doing the removal process of her conditional permanent residence.
My questions are:
Should we do the removal process of her green card since we are not in US?
Should we just go back US temporary to do this process?
If she abandons the permanent residence now, will it affect the outcome later when she tries to apply for green card again once we move back to US?

Jointly filing to remove conditions on residence using Form I-751 should be done within 90 days the conditional status expires. On time filing will extend the conditional resident status up to 12 months while the petition is reviewed by USCIS.Filing to remove conditions on residence can be done even if you are not present in US but you need to be in US during the interview.
 
The I-751 generally does not require a interview. How ever, the instructions to the I-751 only talks about person who are outside the US in regards to working for the US Government or military (or a spouse of someone in such position). Unless you can apply under the government and/or military outside the US exemption the applicant would be required to appear at a ASC center for an fingerprinting appointment.
 
Thanks for the help. My wife got the receipt letter recently and have appointment for biometric. Do my wife need the original I-751 receipt letter document to enter US? Can she use the copy of the receipt letter? We are outside the country at this moment. Thanks.
 
If her green card is expired, they probably won't let her board the flight without the original I-751 letter.

If her green card has not yet expired, she won't need the letter.
