"Remanded To Employer", Please Help..

My case has been "Remanded To State". What does that mean? What are the chances of success? Is it a seroius issue?

Please help, any advise is highly appreciated.

It means DOL asked SESA to review your case. You will be moved to non-RIR most likely, however your priority dates will remain same.
