This is not totally true. I don't know if you remember about 3 years ago, before the Real ID act. I was supposed to get my GC in 2016. When the real ID act was approved I got my GC in 2005 retroactive to 2004. So you have to give some credit to USCIS. They are bad...but not that BAD!

Dude the only reason you got your gc was not because of backlog elimination..it was due to elimination of the CAP...So wake up and smell the coffee!!
