Relevance of MS degrees from private colleges like Kaplan/UOP for H1B quota?

Does a MS degree from University of Phoenix/Kaplan qualify for H1B quota for students who have done their MS in USA? The quota for students who have post graduated here in US is about 20000 per year and traditonally I have heard of this quota being filled in by students graduating from the known and reputed public colleges and universities. So do these private college degrees really help one to file for the MS quota ?
 
Both the universities are accredited by department of education, USA. Their degrees are eligible for 20K visa quota

Kaplan university issues I 20 but University of Phoenix will not issue I 20 but h1/h4 can get their Masters.

my lawyer sent me an INS lette talknig abt the requiremens for qualification of university for the 20k quota and one of them was taht the uni has to be public or non-profit. kaplan and phoenix are for-profit and private. so they dont qualify by that criteria. i am in the same boat i want to do masters from kaplan so i can get into the 20k quota. anyone any idea?
 
and i was hoping someone (great guru?) cud help me with this ASAP, because if kaplan works i'll hav to register for them TOMORROW!!

I’ve a question on part time/ online MS courses in US universities. My wife is here on H4. She has a BE in Electronics and Communication. We applied for her H1-B this year, but couldn’t get thro’ the lottery system. So we’re now planning to go for part time or Online MS. I’ve the following questions –
1. How will I get to know if part time / online MS from any university is accepted by USCIS for the PG quota in H1-B? Is there anyway I can check if a university is accredited by USCIS (if any)?
2. Does USCIS accept online courses also while applying for PG quota in H1B or only full time/ part time courses are accepted?
I’m looking for universities/colleges in NY or NJ area offering part time/online MS courses. We’re looking at joining the course in this fall. I’m not sure if the applications are being issued or stopped already. If anyone has any information or pointers, I’d greatly appreciate it.
