Regular EB2 verses NIW EB2 processing

Is there a difference between Processing times in California between Regular EB2 and NIW EB2.Thanks

My lawyer told me that he did not receive any approvals for NIW case with
notice date after June, 2002. However the processing date for EB2 is Jan. 2003. I believe it is only for regular EB2 NOT NIW!
 
USCIS new processing time (dated Feb 20, 2004) for VSC clarifies this. The NIW EB2 processing is still June 26, 2002 while the regular EB2 is Jan 2003
